The problem: black-box government

Too many public numbers arrive without ancestry. A growth rate without the series. A jobs figure without the definition of a job. A contract award without the losing bids or the change orders that doubled the price.

Openness is not a favor to transparency activists. It is the cheapest way to make millions of decentralized decisions correct.

The principle: reproducibility before rhetoric

Showing the model means four artifacts travel with every claim. Data: machine-readable, versioned. Method: readable calculation. Assumptions: what would flip the conclusion. Limits: where the model breaks and what remains unknown.

His budgets ship with line-item data files, not scanned images. His procurement publishes tender, bids, scoring, winner, contract, and every amendment — linked by one ID.

Publish the dataset, the method, the assumptions, and the limits. Let the refutation arrive before the celebration.

The program: three measurable commitments

  • 1. Machine-readable budgets and contracts by default. All budgets, tenders, bids, awards above 200,000 dirhams as open data within 14 days. Scanned-image uploads count as non-publication.
  • 2. A reproducible statistics rule. Every official rate ships with definition, denominator, sample, formula, and biases. Indicators without methods are withdrawn until fixed.
  • 3. Public records for public systems. Datasets, hosting, access policy, and exit plan published under open terms. No perpetual black-box renewal without an open alternative.

What this builds

Open models build distributed vigilance. Instead of ten inspectors chasing a thousand contracts, ten thousand citizens watch the ledger that never sleeps. Better, openness builds state capacity.

Download his numbers. Rerun his sums. Replaceable officials, irreplaceable evidence. Show the model, show where it breaks, and let the public decide with eyes open.
