Three measurable commitments
- 1. Formalize 50,000 young workers in two years. One-window registration, portable protection, published monthly by sector, age, region, contract type.
- 2. Fund the queue, not the ceremony. Capital follows the longest verified queues. Twenty busiest service points per sector publish monthly waits. Ribbon projects without queue impact are frozen.
- 3. Own the stack that is depended on. All new civic systems open and locally hosted from day one; five legacy lock-ins opened or replaced within 18 months.
